Could Texas legally secede from the Union?

I understand that the treaty that joined Texas doesn't have an option for secession but under international law using for example the UN Declaration of Human Rights and the ICCPR with the recognition of Bosnia could a case be made that Texans as a self-identifying people group that live in a geographically defined area could legally break away?
