If you put a masked plover egg in a container of water and the egg moves does this mean its ready to hatch?

with most eggs you can tell if theyre fertile or not if you hold it up to a bright light. if it is fertile when you look at it you should see tiny veins running along the inside of the shell. if it is close to hatching there should be a big dark m inside the egg which is the chick. make sure you have a proper incubator, im not sure if a 40 watt bulb will cut it.
